Two mistakes were made: first, someone removed my previous “Don’t remove the drill press from the extension cord” note, and then, someone removed the drill press from the extension cord. Fortunately, I was the one using it when the breaker tripped, so I knew what to check.
Yes, it’s an odd setup. But with a note like that, there’s clearly a reason for it, so leave it alone!

I just realized something that could explain how the cord is helping.
I had to plug it back in during class on Wednesday. The extension cord was nowhere to be found so I assumed the gremlin had been satisfied
We could change the ends to a twist lock so the extension cord becomes less enticing for use somewhere else.
