Paint missing is fine. Does it look like something happened in the last week or two? A while back (months ago) I took some sand paper to it for some upkeep to smooth out the tool rest again. There were scratches and glue bits dried to it making it a bit rough to the touch and for tools. You can sand up the grits to give it a fresh feel followed by a little paste wax.
